障權法 18 年後迎來大修，初審通過提高障礙者參與比例、自立生活與個人助理入法、無障礙數位等多項條文；但「合理調整」是否納入歧視與罰則、障礙定義是否擴及短期損傷仍待協商，附帶決議能否落實也有待後續觀察。
